Local detective earns high praise for police work

He was a leading member in the team responsible for shutting down an organized crime syndicate’s multi-million dollar card skimming operation. And now the hard work is paying off. Durham Region Detective Jeff Caplan was one of two Canadian officers who were
recently recognized with a Canadian Banks’ Law Enforcement Award (CBLEA) in Charlottetown, Prince Edward Island at the annual Canadian Association of Chiefs of Police
Conference.“It is a great honour to recognize the outstanding efforts of these two individuals who have gone above and beyond the call of duty to combat crime against Canadian banks,
their customers and their employees,” says Nathalie Clark, general counsel and corporate secretary of the Canadian Bankers Association (CBA), of Detective Caplan and the officer from Calgary who was also recognized.

“Banks in Canada have a close working relationship with police and we assist with many of their investigations. This ceremony is a great opportunity to publicly recognize the hard work of two highly dedicated officers.” Caplan is a member of the Durham Regional Police Service’s (DRPS) Major Fraud Unit. He was a lead investigator on Project Off-Guard, which was a joint operation between DRPS and the Ontario Provincial Police’s (OPP) Organized Crime Unit. In his role as lead investigator, Caplan developed strong relationships with bank security professionals across the Greater Toronto Area, police say.

He investigated a series of card skimming crimes that police believed were all connected. As a result of Project Off-Guard, 93 suspects were charged with more than 1,000 debit and credit card skimming offences. The majority of those who were arrested are believed to be members of a number of organized crime groups, say police. DRPS Chief Mike Ewles and Board Chair Terry Clayton were on hand in PEI to congratulate Caplan on the achievement. Since the creation of the CBLEA in 1972, a total of 214 officers from across the country have been honoured with this award for their outstanding bravery, dedication and other noteworthy achievements in combating crimes against banks in
